Bill of restoration of formerly deportees’ rights registered in Ukrainian parliament

Leader of the Crimean Tatar people, Ukrainian MP Mustafa Cemil had submitted bill of restoration of rights of citizens who were deported by ethnic origin on February 24.

According to a text of the bill, Ukraine recognizes restoration of the rights of the formerly deported citizens “as priority sphere of political, social and economical, cultural and spiritual development of the society” and guarantees creation of conditions for resettlement of the repatriates, land allocation for them, job placement, and development of ethnic, cultural, linguistic and religious originalities.

In particular, MP Cemil proposes to recognize the Crimean Tatars who were exposed to forcible relocation in 1941-44 as well as persons who were born in the families of the deported citizens before their return to places of permanent residence and are the Ukrainian citizens as “the formerly deported persons”.

Under this act, the state guarantees to repatriates, at their will, the right to settle in places where they either their parents or their grandparents were living at the moment of the 1944 Deportation. This bill provides for persons of pension age or disabled persons the right to privileges.

To opinion of the bill’s author, reception of this bill will create legal grounds for public policy on the sphere of repatriation, resettlement and restoration of the rights of persons who were deported by ethnic origin and their families’ members and promote their integration and adaptation into the Ukrainian society. It will also provide for suitable conditions for adoption of the national legislation to the European standards.

Also this document will be as the state guarantee of banning of forcible relocation of peoples and hold steps for public blame of such acts and commemoration of the Deportation’s victims as well as create conditions for stability in the society.
