President of Ukraine Viktor Yushchenko introduced to the Supreme Council the project of the Law of Ukraine “About the changes in the article 161 of the criminal code of Ukraine concerning responsibility for violation of equality of citizens’ rights according to their race, nationality or religious beliefs”.
Press-Service of the Ukrainian President informed about this matter on the 21st of January.
Introduced to this bill changes into the criminal code of Ukraine presuppose the sharpening of the criminal responsibility for violation of equality of citizens’ rights according to their race, nationality or religious beliefs.
President Viktor Yushchenko suggests the Supreme Court to raise the fine for the intentional actions directed at kindling of national, racial or religious enmity or hatred, at humiliation of national dignity and honour or insulting citizens’ feelings in connection with their religious beliefs, from 850 to 8,5 thousands Hrivnyas.
The same punishment is presupposed for direct or indirect limitation of rights or establishment of direct or indirect privileges of citizens on the basis of race, skin colour, political, religious or other convictions, sex, ethnical or social origin, property, place of living, language or other bases.
The same actions accompanied by violence, fraud or menace, or committed by official workers presuppose punishment in the form of fine from 8,5 thousands to 17 thousands Hrivnyas (i.e. from 500 to 1000 minimums of citizens’ incomes) or imprisonment for the term of 2 to 5 years.
If these actions were committed by an organized group or resulted in death of people or other hard consequences, the punishment of imprisonment from 3 to ten years is presupposed.
According to the present legislation these actions presuppose punishment in the form of imprisonment for the term from 2 to 5 years.
This bill will be presented by the deputy of the Head of the Secretary of the Ukrainian President, the Representative of the Ukrainian President the matters of control of work of the security service of Ukraine I. Pushkin in the course of its consideration on the plenary meeting of the Parliament.
