Constitutional laws of citizens are essential for understanding how the enforcement authorities should work. If departmental documents of the Ministry of Internal Affairs contain restrictions of these rights, these restrictions should be reconsidered and cancelled. So, the Minister of Justice Nikolay Onishchuk commented on the question of journalists about photographing for the passport in hijab on during the briefing which took place on January, 26th, during the total board of the Ministry of Justice.
Coming up with the idea if it is possible to paste in the passport a photo with hijab on, the Minister noted, "We recognize that constitutional laws of citizens are defining for understanding how the enforcement authorities should work, in particular, in such concrete questions. The Ministry of Justice considers that if departmental documents of the Ministry of Internal Affairs contain restrictions in this matter, these restrictions should be reconsidered and cancelled".
"We are multinational, multi-confessional country and should respect feelings of believers, as it is presupposed in the Constitution, "Uryadoviy Courier" quotes the statement of Nikolay Onishchuk.
As he said, the Ministry of Justice will work together with the Ministry of Internal Affairs eliminating existing obstacles.
