Monitoring of the "Language of Enmity" Started in Crimea

October, 1, 2008, in the AR of Crimea started complex monitoring of mass-media concerning their use of the "language of enmity", racism, xenophobia and other forms of intolerance.

Mass-media openness achieved in Ukraine for last years is one of parameters of deepening of democratic transformations in the society. But, undoubtedly, fastening of freedom of speech in Ukraine should not occur under condition of ignoring modern ethical standards, be accompanied by distribution of xenophobia, racial, ethnic, religious negative stereotypes, antiimmigrant moods and other manifestations of intolerance.

In 2002 and in 2008 the European Commission against Racism and Intolerance in its second (CRI (2002) 23) and third reports concerning Ukraine (CRI (2008) 4) drew attention to the fact that in printed press of Ukraine there are displays of hatred and distribution of false generalizations and stereotypes. These conclusions in many respects found its confirmation as a result of pilot researches of printed mass-media and the Internet - media which were carried out in Crimea in 2002-2006.

The planned complex research of materials of printed mass-media is a part of the project "Monitoring of observance by journalists of ethical principles of tolerance and intercultural dialogue" which is carried out with financial support of the International fund "Revival" (the program of "Mass media").

The purpose of the project is assistance to increase the level of social responsibility of journalists, observance by them of professional and ethical standards of tolerance and intercultural dialogue by carrying out monitoring of printed mass-media and development of general recommendations for journalists concerning observance of principles of tolerance and intercultural dialogue.

The project is realized by the Informational-research center "Integration and development" with participation of independent experts from the partner organizations of the Autonomy, educational and scientific institutes of Crimea which have long-term experience of researches of the problem of intolerance on peninsula, and also wide experience of realization of practical actions directed on formation of tolerance.

Partners of the organization are the Crimean Branch of A.Yu. Crimsky Institute of Oriental Studies of National Academy of Sciences of Ukraine, V.I. Vernadsky Taurian National University and the Informational-methodical center of intercultural education and tolerance.

Within the framework of the project is suspected carrying out of complex monitoring of 30 periodic printed mass media (newspapers and magazines) concerning presence in the messages of the "language of enmity", racism, xenophobia and other forms of intolerance within 10 months. For monitoring were chosen the most multy-tirage and the most popular nation-wide and republican editions of general-political subjects, and also some editions in which materials, by results of the pilot researches which were carried out before, were found elements of the "language of enmity", racism, xenophobia and other forms of intolerance.

Also were provided carrying out of press conferences, making and promulgation of quarterly accounts about intermediate results of monitoring, development by expert group of practical recommendations for journalists, carrying out of a "round table" at participation of representatives of mass-media for discussion of results of monitoring and the developed recommendations, and also the edition of the collection of materials with stated in it methodology, results of monitoring, reports and conclusions of experts.

Information: International fund "Revival" is founded in April, 1990. It enters into a network of foundations of the Institute of Open Society founded by George Soros which consists of national and regional funds in more than thirty countries of the world, including Africa, Central and Eastern Europe, and the territory of the former Soviet Union. The task of the Fund is financial and organizational assistance of becoming of democratic, open society in Ukraine by support of public initiatives important for its development.
